The Certificate of Eligibility (在留資格認定証明書, often shortened to CoE) is a document issued inside Japan that confirms you meet the conditions for a status of residence. It is not the visa itself — it is the document that makes the visa application straightforward.

受入機関を決める
You are accepted by an organisation in Japan
An employer, school or other accepting organisation agrees to take you. They are the ones who will file on your behalf inside Japan — you cannot file a Certificate of Eligibility from abroad yourself.

You prepare your biodata
This is the step this portal handles. Your personal details, family, education, work history, finances and health screening are collected in one consistent sheet, so your organisation can complete the official application without chasing you for missing answers.

Your organisation files for the CoE
They submit the application to the regional Immigration Services Bureau in Japan, together with their own company or school documents and the details you supplied.

認定証明書の受領
The Certificate of Eligibility is issued
If approved, the certificate is issued in Japan and sent to you. Processing time varies by status of residence and by bureau.

ビザ申請
You apply for the visa at the embassy
With the certificate, your passport and the embassy's own forms, you apply for the visa at the Japanese embassy or consulate in your country.

渡航
You travel to Japan
The certificate is normally valid for a limited period from issue, so travel is arranged within that window.

Where this portal fits

Steps 1 and 3 onward belong to your organisation and to the authorities. Step 2 is yours — and it is the step that most often delays an application, because details are missing, inconsistent, or written differently on different forms. That is exactly what the automatic form prevents.
